Runway End Safety Area - Billy Bishop Toronto City Airport

In accordance with subsection 302.600 of the Canadian Aviation Regulations, PortsToronto, the owner and operator of Billy Bishop Toronto City Airport (BBTCA), is required to establish a compliant Runway End Safety Area (RESA) by July 12, 2027. The purpose of a RESA is to provide an area at each end of a runway that is free of objects, to reduce the severity of damage to an aircraft overrunning or undershooting the runway and to facilitate the movement of rescue and fire fighting vehicles.

The BBTCA is comprised of multiple land parcels within its overall property limits. Transport Canada owns two of these land parcels, known as PART 2 and PART 5, on which PortsToronto will be carrying out some of the work for the proposed RESA project. These parcels are located at the west end of Runway 08 and the east end of Runway 26, respectively. Works undertaken on these federal lands (the Project) will include concrete removals, asphalt milling, common excavation, and topsoil stripping, followed by subgrade preparation, granular placement, asphalt work for the pre-threshold pavement rehabilitation, and finally topsoil restoration.

PortsToronto is the proponent of this project and will fund it. PortsToronto and Transport Canada (along with the City of Toronto) will make amendments to the Tripartite Agreement that governs the lands to enable the Project.

For information: As required by section 82 of the Impact Assessment Act, Transport Canada and PortsToronto will make their determinations based on whether the works being carried out on federal lands are likely to cause significant adverse environmental effects (i.e., this assessment relates only to the activities that will occur on federal lands).  PortsToronto is undertaking a separate environmental assessment for the entirety of the RESA project (including federal and non-federal lands) to support good governance and informed decision-making.
