Perimeter Aviation Terminal Building Expansion

 

Winnipeg Airports Authority and Transport Canada must determine whether the proposed Perimeter Aviation Terminal building Expansion at Winnipeg Richardson International Airport (YWG), located in Winnipeg, Manitoba is likely to cause significant adverse environmental effects.

To help inform this determination, Winnipeg Airports Authority and Transport Canada are inviting comments from the public until March 7, 2023 respecting that determination. All comments received will be considered public and may be posted online.

 

The Proposed Project

Perimeter Aviation proposes to undertake the expansion of the Perimeter Terminal at the Winnipeg Richardson International Airport, Winnipeg MB. The project will be a renovation of the existing terminal facilities (700m2) as well as an addition built on the existing Apron IV space (1700m2) for a new total building footprint of 2400m2. The project will provide building expansion for Perimeter Airlines to increase capacity and improve overall passenger experience, the Departures Holding Room will have capacity for 250 passengers and will include new amenities such as an Elder's Lounge, a Children's Play area plus access to the existing Food and Beverage services. The baggage room and baggage claim area will be made larger as will the Food Service Facilities. The overall security of the terminal will be much improved.

The new structure will feature glulam post and beam construction with a Cross Laminated Timber roof, complete with a Mezzanine in a double height Departures Holding Room. This style of construction allows for the structure to double as the interior finish thereby creating an inviting, warm space that speaks to a connection with natural materials. An almost full height glazing wall facing the airside apron will allow natural light to further contribute to the atmosphere of the main Departure Holding Room. The project will include new underground municipal service connections, utility service installations, foundations of end bearing driven piles with perimeter grade beams and a structural slab floor.

Energy Modelling will be done to meet performance goals and maximize the efficiency of the building. Site works will feature upgrades to existing parking lots (3500m2) on Ferry Road and improvements in Apron IV pavement and drainage. The Project work will occur on existing developed lands.

The proposed project will have staged construction with an anticipated two-year duration to complete.

July 17, 2023 - Winnipeg Airports Authority and Transport Canada have determined that the proposed Perimeter Aviation Terminal Building Expansion project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Winnipeg Airports Authority and Transport Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. As such, Winnipeg Airports Authority and Transport Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
