Winnipeg Airport West Lands Moray Street Extension and Site Servicing

November 21, 2025 – Winnipeg Airports Authority Inc. and Prairies Economic Development Canada must determine whether the proposed Winnipeg Airport West Lands Moray Street Extension and Site Servicing project at Winnipeg Richardson International Airport (YWG), located in Winnipeg, Manitoba is likely to cause significant adverse environmental effects.

To help inform this determination, Winnipeg Airports Authority Inc. and Prairies Economic Development Canada are inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

Winnipeg Airports Authority Inc. proposes to undertake the construction of a new Moray Street Extension, airport access roads and site servicing in the Airport Area west lands. The project will provide roadway network and utility servicing for development of approximately 93 hectares of land for future light industrial and airfield related land development.

The extension of roads includes 3.3 km of a new multi-lane roadway construction, with the extension of Moray Street from Saskatchewan Avenue north within the Airport lands crossing Truro Creek and turning westward with a new rail crossing for road to continue to a new intersection at Sturgeon Road. A new Airport Road extending east from the Moray extension to access lands north of existing Taxiway G. Work will include the closure and removal of existing airport service roads and a portion of West Hangar Road north from Saskatchewan Avenue. Project activities include clearing and grubbing of trees and vegetation, topsoil stripping, placement of granular subbase and base materials, asphalt paving, concrete paving, drainage, modifications to property access and service connections, fencing, landscaping and erosion control measures.

In addition to roadways the project includes multiuse pathways, sidewalks, streetlighting, traffic signals and signage.  Additional servicing work includes, but is not limited to, the primary electrical servicing and distribution network, natural gas mains, telecommunications installation, fibre network, and other associated work.

New utility infrastructure for wastewater and watermain infrastructure will be aligned with proposed road right of ways. A looped watermain and hydrants for fire protection, with connections to existing watermains at Saskatchewan Avenue and Sturgeon Road. A single rail crossing of the watermain is required as part installation and watermain connections to Sturgeon Road. Wastewater servicing through development area will include piped gravity sewers to transport flows to the City of Winnipeg WWS lift station at Sturgeon Access.

Land drainage servicing will include piped sewers, culverts and ditched drainage solutions including three main pipe outfalls to the Truro Creek ditch on airport and erosion control measures. On airport stormwater retention is provided in an existing airfield dry pond area southeast of the development area.

The proposed project will have staged construction with an anticipated two-year duration to complete.

December 22, 2025 - Winnipeg Airports Authority and Prairies Economic Development Canada have determined that the proposed Winnipeg Airport West Lands Moray Street Extension and Site Servicing project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Winnipeg Airports Authority and Prairies Economic Development Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
