Construction of a parking and a multi-purpose building at Québec City Jean Lesage International Airport (YQB) – Decision Notice

Quebec Airport Authority must determine whether the proposed project is likely to cause significant adverse environmental effects.

The project consists of construction of :

  • a new 46 000 m² asphalted parking lot and includes 1210 parking spaces; and
  • a 1,175 m2 multi-purpose building with climate control.

The project is necessary to meet the current needs of passengers and takes into account anticipated growth.

The targeted land is already partially vacant and developed in a manner that allows for construction. However, certain work will need to be carried out on a portion of the site, including deforestation, the development of civil infrastructure and the installation of power lines necessary to connect the building to Hydro-Québec's grid.

Works are scheduled for spring 2026.

The new parking will be accessible via 8th Street at the airport.

Quebec Airport Authority is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, Quebec Airport Authority may carry out the project.
