Annacis Island Wastewater Treatment Plant New Outfall - Project Permit No. 17-093-1 - Amendment (Condition 32 - Extended Hours)

Metro Vancouver proposes to carry out in-river physical works associated with the approved Annacis Island Wastewater Treatment Plant New Outfall Project for 7 days a week, 24 hours a day, from June 16, 2020 to February 28, 2021, and from June 16, 2021 to February 28, 2022. This would require an amendment to condition 32 of the approved project permit, which states:

With the exception of tunnel advancement, construction will be conducted from Monday to Saturday between the hours of 6:00 am and 8:00 pm. No non-tunnel construction shall take place on Sundays or holidays. During tunnel advancement, work may proceed up to 7 days a week, 24 hours a day. These hours shall not be modified without prior approval of VFPA. To request permission to conduct activities outside of these hours, the Permit Holder must submit a written request no less than 20 business days prior to the desired start date.

The project involves three to four concrete pours which will require a continuous pour of 48 hours to ensure cold joints do not form. Heavy lift items such as the river riser placement, sheet pile template, and sinking of outfall arms also require flexible hours to ensure works can be completed in a safe and timely manner. These works are not associated with tunnel advancement. The Vancouver Fraser Port Authority understands that these works are not anticipated to generate significant noise and that Metro Vancouver is committed to concentrating any activities likely to generate noise to daytime hours.
