Xaxli'p First Nation Green Hydrogen Production Facility

Xaxli'p Development LP has partnered with Salish Elements to form the Xaxli'p Salish Limited Partnership (XSLP) with plans to build a 51% Xaxli'p-owned green energy utility to produce liquified hydrogen fuel.

 

This will require a Lease of Lot 9-2-1 on Fountain IR1B to XSLP for the purpose of a green hydrogen production facility.

 

Xaxli'pmec will vote on Monday, January 26, 2026, to determine if Lot 9-2-1 Fountain IR 1B will be designated for lease to the Xaxli'p Salish LP for 99 years. The land vote follows a formal process set out by Indigenous Services Canada (ISC).

 

Hydrogen will be created through the electrolysis method, which involves running an electric current through water to separate the hydrogen and oxygen molecules.  If the electricity used in the electrolysis process comes from a renewable source (such as hydro, wind, and solar), this kind of hydrogen can be called green hydrogen.  

 

Energy can then be produced using a fuel cell: a device that generates electricity from the energy released by turning hydrogen fuel and oxygen (from the air) into water. Fuel cells can be small enough to power a vehicle, including cars, trucks, and ships, or large enough to provide power to a whole community.

 

Construction will include the hydrogen facility, parking, and all associated infrastructure such as water and wastewater connections, hydro, and telecommunications.  It is not yet determined where the water will be sourced for the electrolysis (water servicing vs. other source such as a watercourse), and where the treated discharge water will outlet (to ground vs. to the river).  These details will develop as the project proceeds through the environmental review process.

 

Construction is anticipated to take an estimated two years to complete the hydrogen production facility.

Xaxli'p First Nation Green Hydrogen Production Facility – Public Comments Invited – Round 1

 

January 22, 2026 – Indigenous Services Canada must determine whether the proposed Xaxli'p First Nation Green Hydrogen Production Facility, located on Fountain IR1B, Lillooet, BC is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

 

The invitation to provide comments will remain open until further notice (with 30 days advanced notice prior to closure).  Please provide comments to the BC Environment Team.
