Kings Mill Park Shoreline and Habitat Work

Proposed amendment:

Concert Properties (on behalf of the City of North Vancouver) proposes to extend the validity of the approved permit (PER No. 18-074), which expires on December 31, 2023. The amendment is being requested because the project is dependent on the municipal approval process for the design of the related upland residential development (outside the port authority's jurisdiction). There are no changes to the approved construction activities or scope of the work.

Approved project:

Concert Properties, on behalf of City of North Vancouver, propose to conduct shoreline and habitat work along a 670 metre section of the shoreline at Harbourside Drive in North Vancouver.

A larger redevelopment project, the Harbouside Waterfront Development Project, includes mixed-use commercial and residential community development, construction of four new pocket beach habitats, and the installation of a sheet pile wall. These works  are located on municipal lands, and are therefore outside of the scope of this review.

Shoreline works proposed on Federal managed lands and waters include the construction of five rocky reef headlands and upgrades to an existing stormwater outfall. The shoreline works are proposed for flood protection improvements, marine habitat enhancements, and integration of the shoreline with the upland development. The rocky reef headlands will make use of existing riprap and serve to protect the new pocket beach habitats from erosion and to enhance marine habitat. The existing stormwater outfall and headwall is proposed to be upgraded and extended to align with the eastern most rocky headland. Construction of rocky headlands are anticipated to be completed from the upland by excavator and take place in the fish least risk window for Burrard Inlet.
