Peter Ballantyne Child and Family Services Facility

Peter Ballantyne Child & Family Services Inc. is proposing the establishment of a Therapeutic Facility for children and youth with complex care due to behavioral and/or medical needs on the Reserve to house 20 or more children from the First Nation in a cultural setting near the city.
The existing site is agricultural in nature and is situated between 2 large sloughs with rolling hills. This site suites itself well for the program setting of a semi-isolated yet accessible facility in a residential atmosphere. It is expected at its peak, the facility will have approximately 24 children and 30 staff members. The project will consist of 8 residential units of 1,600 sq.ft each with 4 bedrooms, a main administration/educational building of 11,400 sq.ft. and a maintenance building of 2,100 sq.ft. incorporated around a centralized green space. Currently no utility services exist on the land and will be developed following all federal and provincial regulations. All aspects of the facility will be designed by Architects and Engineers licensed to practice in the Province of Saskatchewan. The site development will be set off the main grid road over a small rise and include paved roadways, concrete curbs, sidewalks, paving stone pathways, site lighting in a circular design around a central green space encompassing picnic areas, playgrounds, fire pit and traditional teaching areas. Natural vegetation including trees shrubs and ground covers will be located throughout the development. This facility will be built to current building standards and will sit on approximately 38.5 acres of land. The expected lifespan of the facility is 100 years. Situated in the RM of Prince Albert, PBCFSI is working with the RM to ensure compliance with all bylaws and regulations.
Construction will be performed by a General Contractor. The main administration/educational building will include a fully automated sprinkler system with an underground holding tank. A maintenance building will house an emergency generator and potable water holding tanks. All aspects of the facility will be designed by Architects and Engineers licensed to practice in the Province of Saskatchewan.
The construction of the facility will follow all local/provincial/federal regulations regarding the handling of any hazardous wastes. After completion of the construction the facility will enter into an agreement for the disposal of waste/garbage with a local refuse/recycling company for removal and disposal off site. A waste water management system will be in place consisting of a centralized septic holding tank with a on-site septic field. The tank, when required, will be pumped to regulated disposal facilities.
