Blanket Permit - SaskPower - Kistapinan Indian Reserve No.211

Electrical Distribution Infrastructure - Permit for the whole of Kistapinan Indian Reserve No. 211 for as long as needed. SaskPower may install and maintain electrical distribution lines and all structures, poles, cables, anchors, pipes, conduits, apparatus and equipment in relation thereto on the above noted reserve. Activities under the blanket permit may include but are not limited to: surveying, affixing, constructing, placing, replacing and repairing, maintaining, operating and removing electrical distribution lines and all structures, poles, wires, cables, anchors, pipes, conduits, apparatus and equipment in relation thereto, and all works necessary or appurtenances ancillary and useful in connection with or incidental to the construction, operation or maintenance of electrical distribution lines. All activities will be completed as per the SaskPower Beneficial Management Practices

The project also includes providing overhead and underground power infrastructure to provide power service to a new women's shelter located within NE 27-47-26 W2M. The project includes building approximately 120 m of overhead and 95 underground lines within existing SaskPower right-of-ways (ROW) and within road allowance adjacent to existing roads. The portion of the project that pertains to this assessment is 65 m of underground line to be installed on one quarter section of Kistapinan Indian Reserve land, located approximately 3.5 km S of Prince Albert, Saskatchewan.

SaskPower may use roads and trails for access to and from electrical distribution lines to complete the above-mentioned activities. All garbage and debris generated will be removed and disposed of in an approved receptacle or facility.

 

Distribution facilities may be placed in close proximity to wetlands and drainages, but efforts are made to avoid these features where feasible. Any work near fish-bearing waterways or wetlands will undergo a Department of Oceans and Fisheries (DFO) self-assessment and further review.

January 9, 2026 - Indigenous Services Canada issued its notice of determination Notice of Determination for the SaskPower Blanket Permit for Kistapinan Indian Reserve No. 211 and determined that the project is not likely to cause significant adverse environmental effects.
