Skinners Pond Small Craft Harbour Containment Cell Expansion

Skinners Pond Harbour is located at the mouth of the Skinners Pond estuary on the western shore of Prince Edward Island. The basin at Skinners Pond requires regular maintenance dredging, with the dredged material being disposed of in an on-site containment cell. The containment cell measures approximately 60m in length by 35m in width (not including the associated overflow settling cell directly adjacent to the south) and has an estimated volume capacity of 6500m3. The cell is currently filled to capacity, however additional dredging is required in the harbour basin, therefore DFO-SCH is seeking to increase the volume capacity of the cell. To achieve this, the cell will be expanded an additional 10m to 15m towards the north and 10m to 15m towards the northwest. The re-located cell walls will be constructed by an excavator using the existing cell wall material and clean fill material. The re-designed cell should increase the total estimated volume capacity by approximately 3000m3.

Notice of Determination


October 22, 2021 – Fisheries and Oceans Canada- Small Craft Harbours has issued its Notice of Determination after evaluation of the project to reconstruct the containment cell at Skinners Pond Harbour and has determined that the project is not likely to cause significant adverse environmental effects with mitigation measures as outlined in their evaluation and can therefore proceed.
