Proposed Dredge Material Management Site, Melville, Pictou County, NS

The Small Craft Harbours Branch of Fisheries and Oceans Canada proposes to undertake the development of a dredge material management site intended to be used for long-term storage of sediment derived from maintenance dredging activities conducted at Skinners Cove Small Craft Harbour. This site will also serve to provide long-term storage of dredge material originating from Toney River Small Craft Harbour.

The dredge material will initially be managed at each of the harbours respectively. Dredge material originating from Skinners Cove is managed within the on-site containment cell while dredge material from Toney River SCH is managed within the dredge material management site located across the road (Hwy 6) from the harbour in Toney River.  These sites will allow the material to dewater prior to being transported and placed at the proposed property. This will also allow time for the salt, which is typically present in harbour sediment, to rinse out of the material prior to transportation. As the containment sites located at the Skinners Cove SCH and Toney River SCH reach capacity, the dry material will then be moved to the proposed Melville site and managed over the long-term.

Site works will involve the construction of an access road within the proposed property that will facilitate the transportation of dredge material from the harbours to the selected location within the proposed property that will be designed to store the material. Soil at the management site will be reworked to create ditches to manage surface water runoff from the site. The material will be managed within the northern portion of the property, which will provide a treed buffer around the containment area that will minimize the view from adjacent properties as well as from New Road. Timing of when this material will be brought to the proposed Melville site will be scheduled during the late fall/winter months when traffic volumes are typically lower and in order to avoid the tourist season.

Notice of Determination

April 13, 2022 – Fisheries and Oceans Canada - Small Craft Harbours has issued its Notice of Determination after evaluation of the project Proposed Dredge Material Management Site, Melville, Pictou County, NS and has determined that the project is not likely to cause significant adverse environmental effects with mitigation measures as outlined in their evaluation and can therefore proceed.
