St. Martins Breakwater Upgrades

The mouth of St. Martins harbor is protected by two armoured stone breakwaters. The proposed project consists of adding armour stone above (up to a height of 2.5 m) and at the base of the breakwaters to minimize scour caused by tidal and wave action. This will be achieved by lengthening the tip of the existing breakwaters up to 2.5 meters below the current level. The new total footprint for the two breakwaters will be 5,310 m2.


The West and East breakwaters will be accessible by the beach at low tide. The contractor could determine that the round cobbles covering the beach are not suitable for heavy machinery traffic, which would necessitate the construction of temporary roads. In the event that temporary roads are needed (a road to access the east breakwater and a road to access the west breakwater), the pebbles will be pushed aside, a geotextile membrane will be laid on the bottom, then a clean backfill material will be placed, leveled and compacted on the geotextile. At the end of the project, the backfill material and the geotextile membrane will be removed, and the natural paving stone will be redispersed to restore the site to its natural condition. The material (armor stone) will be transported at low tide along the beach to the site and dumped at the breakwaters. An excavator, working on top of the existing breakwaters, will place the armour stone in place. All excavated material will then be redispersed among the armour stone.

November 23rd, 2021 – The public comment period on the project is closed. Fisheries and Oceans Canada - Small Craft Harbours is considering comments received to date to inform its determination on whether carrying out of the project is likely to cause significant adverse environmental effects.
