International Cargo Hub Development at Edmonton International Airport

29th March 2023 – Edmonton Regional Airports Authority (ERAA) and Transport Canada (TC) must decide whether the proposed International Cargo Hub (ICH) Development Project, located at the Edmonton International Airport is likely to cause significant adverse environmental effects.

To help inform this decision, ERAA and TC are inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

ERAA is proposing to expand cargo operations, bringing new job creation opportunities and critical transportation capacity to drive our region's economic growth. The development is proposed to occur on approximately 1700 acres of undeveloped land southwest of Runway 12/30. The development is subdivided into sub-projects: Base Services and Utilities, Airside Infrastructure, Runway Connections and Improvements, Groundside Infrastructure and building facilities that could range from 230,000 to 550,000 ft2 footprints. The building facilities could include capabilities such as E-commerce Logistics, Intermodal Cargo Handling, and light manufacturing or assembly. Construction could commence as early as fall 2023 and will last until the spring of 2027.

Notice of Determination

July 7, 2023 - Edmonton Regional Airports Authority (ERAA) and Transport Canada (TC) have determined the proposed International Cargo Hub Development at Edmonton International Airport project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

A summary of the proponent's mitigation measures for the project that were taken into account by Transport Canada in its determination is provided below:

  • All works will be carried out in accordance with the construction environmental management plan.
  • The proponent will adhere to City of Leduc bylaws.
  • The proponent will adhere to the strategies in its Greenhouse Gas Mitigation Assessments.
  • A qualified biologist will be on-site during clearing activities to ensure no migratory birds or Species At Risk Act species are impacted.

ERAA and TC Transport Canada are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. As such, Transport Canada may exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
