Canadian Nuclear Laboratories Access Road Upgrade

In support of ongoing operations at the Canadian Nuclear Laboratories (CNL), the upgrade of an existing road is proposed at the Atomic Energy of Canada (AECL), Chalk River Laboratories (CRL) site.  The objective of the upgrade is to provide an alternate access route to CNL's Chalk River site and reduce the impact of heavy construction traffic through the Village of Chalk River. 

The physical activities associated with the proposed project will occur from January 2021 to October 2021 and will include a geotechnical study, clearing of minimal vegetation, addition of engineered fill, road grading/resurfacing and creation of a new intersection with existing roads on the Chalk River site. All of these physical activities will be conducted in accordance with CNL's Environmental Policy and applicable legislation.

To help inform a determination under section 82 of the Impact Assessment Act 2019 (IAA 2019) in relation to the Access Road Upgrade at the Chalk River Laboratories, Canadian Nuclear Laboratories (CNL) is inviting comments from the public. The Chalk River Laboratories site is owned by Atomic Energy of Canada Limited (AECL), a Federal Authority under the IAA 2019.  Canadian Nuclear Laboratories (CNL) is responsible for the management and operations of AECL's sites, including the Chalk River Laboratories site, under a Government-owned, Contractor-operated arrangement.  The location of this access route is shared with the Department of National Defence, Garrison Petawawa (DND) which also has an obligation as a Federal Authority to make a determination under s.82 of the IAA 2019.  In this case, both parties have agreed to allow AECL to make a determination on behalf of DND and the Notice of Determination will reflect this.

Canadian Nuclear Laboratories (CNL), on behalf of Atomic Energy of Canada (AECL) and the Department of National Defence, Garrison Petawawa (DND) has determined that the proposed Access Road Upgrade Project at AECL’s Chalk River site is not likely to cause significant adverse environmental effects. The location of this access route is shared between AECL and the Department of National Defence, Garrison Petawawa (DND).  Potential environmental effects will be managed by CNL through technically and economically feasible mitigation measures and implemented for the following: air, water, and soil.   All vegetation clearing will be conducted outside of the breeding season. Canadian Nuclear Laboratories therefore, on behalf of Atomic Energy of Canada and the Department of National Defence may carry out the project..
