Blocked Culvert Replacement, Lac Philippe Waste Lagoon

The goal of this project is to restore flow within a collapsed and blocked culvert, located on federal land, south of the Lac Philippe camping waste lagoon in Gatineau Park, QC.  During routine maintenance the culvert was inadvertently collapsed by a contractor truck due to corrosion and excess weight. Removing and replacing the culvert prior to winter is required. Work will begin in early November and will be completed before December 25, 2022.

The general scope of work is as follows:

  • Site preparation
    • Import granular material or steal plates to the vicinity of the culvert as a base for machinery.
    • Import clean sandbags to be used as cofferdams.
    • Installation of wildlife protection measures, such as exclusion fencing.
    • Installation of erosion and sediment control measures, such as silt fencing or hay bails, as required.

 

  • Culvert replacement
    • Install a generator powered pump on the inlet side of the culvert to divert water over the culvert.
    • Use of end of pipe filters to prevent wildlife from being sucked into the pump.
    • Install sand bang coffer dams on either side of the culvert.
    • Excavation of access road above culvert.
    • Removal of metal culvert.
    • Installation of clear stone or granular base (foundation).
    • Placement of new culvert (like for like in size).
    • Backfill and compaction of material above new culvert.

 

  • Post-culvert installation 
    • Placement of rip rap around pipe to prevent erosion long term.
    • Removal of man-made structures, such as sandbag culverts.
    • Removal of water pumps.
    • Restoration of banks and access road.

October 28, 2022 – The public comment period on the project is closed. The National Capital Commission issued its Notice of Determination and determined that the project is not likely to cause significant adverse environmental effects.
