Carling Avenue Bridge Rehabilitation – Construction Staging on NCC Lands

The City of Ottawa is proposing a major rehabilitation of the Carling Avenue Bridge. The bridge is located within urban Ottawa, just south of the existing Lincoln Fields Bus Rapid Transit Station and future Light Rail Transit (LRT) Station, crossing over the Kichi Zibi Mikan Parkway (the Parkway) and the Southwest (SW) Transitway; the bridge and existing right-of-way (ROW) are owned and managed by the City of Ottawa.

The proposed bridge rehabilitation—occurring entirely outside NCC lands—generally includes bridge deck repairs and modifications to approach roadways, repairs to concrete surfaces, structural steel recoating, modifications to bridge lighting and utility relocations.

Temporary staging areas are needed for the bridge rehabilitation. These staging areas will be on National Capital Commission (NCC) land, on the north and south sides of the west end of the bridge.  This part of the project is subject to a federal land use, design, and real estate transaction approval under the National Capital Act, and a determination under the Impact Assessment Act

 

 

The two staging areas will be placed in existing green spaces inside the ramp loops and will cover about 3,300 square metres in total. These staging areas will be used for the contractor's site trailers, storage of material and equipment, the field office for contract administration, and parking for construction staff.

Before use, the staging areas will be prepared by temporarily covering existing grass surfaces with geotextile material and a layer of aggregates. No excavation is planned. No tree removal is expected, and the existing trees on the edges of the staging areas will be protected. Construction access points will be needed from the multi-use pathways on both sides of the Parkway, and measures will be put in place to safely manage pedestrians and cyclists. Work under the bridge will require scaffolding and protection enclosures,  and traffic controls will be used for any work above and near the Parkway. All temporary work will be removed, and any disturbed areas will be reinstated once construction is finished.

The project is currently in the design phase, which is expected to finish in fall of 2026. Construction is planned to begin in winter of 2026 (depending on the completion of the Stage 2 Light Rail Transit project) and finish by summer 2029.

January 30, 2026 – The National Capital Commission must determine whether the proposed project is likely to cause significant adverse environmental effects in compliance with sections 81-91 of the Impact Assessment Act and the National Capital Act. 

 

To help inform this determination, the National Capital Commission is inviting comments from the public until March 1, 2026 respecting that determination. It is important to note that all comments received will be considered public.
