Lac Philippe Camping Lagoon Rehabilitation

The lac Philippe campground is a major recreational site in Gatineau Park, located within the township of Sainte-Cécile-de-Masham in Quebec. Designed and built in the 1950-60s, many of its assets have reached the end of their life cycle. 

 

The campground uses a sanitary lagoon, built in the 1970s, for the treatment of sewage from the campground. After over 40 years of operation, the lagoon requires the accumulated sludge to be removed. To accommodate equipment to safely reach the site, such as large trucks, the access leading to and around the lagoon will need a major upgrade. Additionally, existing ditches around the lagoon must be lengthened and widened to prevent storm and melt water from entering the basins.

 

The project will start in the spring of 2023 and will be completed by winter 2023.

 

Major investments by the NCC are now required to:

  • Improve the load capacity and width of the access road to the lagoon, known as Gatineau Park trail 55 and the road surrounding the lagoon
  • Improve drainage around (and away from) the lagoon by:
    • Lengthening and widening ditches around the lagoon
    • Upgrading culverts around the lagoon and under the access road
  • Remove sludge from the lagoon basins to continue future operations

 

Construction phases of the project will include:

  • Vegetation removal within laydown areas, road and culvert widening footprints
  • Removal of existing fence surrounding the lagoon
  • Import of granular material and grading for the access roads
  • Excavation of soil and rock for ditch modifications
  • Replacement of several culverts
  • Installation of sludge drying equipment (temporary)  
  • Excavation, drying and export of sludge material to appropriate receiving site
  • Installation of new fence around the lagoon
  • Provide tree and vegetation throughout Gatineau Park as compensation for tree removals along access road and lagoon to accommodate work

February 20, 2023 – The public comment period on the project is closed. The National Capital Commission is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
