Construction of French Drains and Armour Stone Retaining Wall, Lion's Club of Merrickville Campground

The Lion's Club of Merrickville leases Parks Canada land on the south bank of the Rideau Canal (10 John Street, Merrickville-Wolford) in order to operate a seasonal campground. They are proposing to conduct two projects in order to improve site conditions.
(1) There are several areas of the campground where ponding occurs after a rainfall. The proponent proposes to address the issue by creating French drains (rock filled trenches) at each of the three locations where ponding is most significant. The installation of French drains includes trenching, backfilling with clear stone, laying of geotextile and surface landscaping. The trenches will be roughly the width of a backhoe shovel (30 inches) and excavated to a depth of approximately 18 inches. Parts of the French Drainage system may follow the line of an existing hydro conduit that services the campsites, which is already disturbed land. Each of the three drains will terminate at the shoreline and water will drain through the outlet of the trench into the Canal cut. The trench outlets are proposed to be protected with rip-rap. The bed of the Canal cut at the outlet locations consists of cobble rock, which will afford some scour protection to the bed.
(2) There is a difference of several feet in grade between Parks Canada lands and two adjacent private properties. The proponent proposes to construct an armour stone retaining wall close to the line where the properties meet. The proposed wall is 36 m in length and involves excavation into the hillslope.
