Redevelopment of the Rockcliffe Pavilion

Rockcliffe Pavilion was constructed in 1917 by the Ottawa Improvement Commission in Rockcliffe Park, Ottawa, and is a Recognized Federal Heritage Building. It was used as a multi-purpose venue and stands as a prominent landmark in the area. The NCC has conducted a study which highlighted the necessity for major repairs to address deferred maintenance. The rehabilitation project would allow for the opportunity to coordinate the maintenance work with renovation that would allow for greater public use.

 

The purpose of the project would be to address critical maintenance items that are contributing to the ongoing deterioration of the building, in order to restore the heritage structure to safe and functional public use.  In addition, the project could include the opportunity to accommodate for a seasonal commercial food and beverage provider on site in the future.

 

The proposed project would take place on lands owned by the NCC and will be subject to a federal land use, design, and real estate transaction approval under the National Capital Act. The Impact Assessment Act will guide the NCC's decision.

 

The proposed project scope includes:

 

  • Implement extensive structural support system.
  • Implement the following deferred maintenance scope to make building last for the next 20 years:
    • Abatement;
    • Foundation waterproofing;
    • Masonry and cladding repairs;
    • Roof replacement;
    • Rehabilitation of interior basement access stairs;
    • Rehabilitation of exterior access stairs to the park; and,
    • Replacement of underground infrastructure.
  • Optimization and adjustment of the basement layout and the building structure as required to allow for potential third-party implementation of future support functions for service offering (i.e. commercial kitchen, cold room, storage, gender neutral washrooms, etc.). 

 

The rehabilitated pavilion would continue serving as an open community space with the potential to be upgraded as a covered outdoor style bistro on the terrace level.

 

The reconstruction may require the removal of trees that are growing in close proximity to the structures. If tree removals were required, a tree compensation plan would be developed and implemented. The construction area would be accessed with machines and equipment, and all work areas would be fenced accordingly. The pavilion and some surrounding pathways would not be accessible during this time. Construction would begin in late summer of 2024, with a completion date of spring 2025. Construction work would follow all municipal by-laws, including those related to noise.

June 28, 2024 – The National Capital Commission intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the National Capital Commission is inviting public comments until July 28, 2024 respecting that determination.
