Upgrades to the Base Refueling Station at MC44 – CFB Kingston

The Department of National Defence (DND) is proposing a project. At building MC44, there are currently two 23,000 litres fuel tanks (one for diesel and one for regular unleaded gasoline). The tanks, pumps and dispensers were installed in 1999 and are past their end-of-life dates. The pumping system controls are no longer supported by the supplier, and the condition of the existing oil / water separator will also be assessed. The refueling station is to undergo upgrades and replacement of existing equipment which may include, but is not limited to the following:

  • Replacement/upgrade of existing fuel tanks and dispensers;
  • New canopy/roof/lighting;
  • New permanent standby generator;
  • Paving of the station area;
  • New outdoor wash rack / bay.

The project work is anticipated to begin in the fall of 2026 and is expected to be completed by the fall of 2027. Earthworks are expected to occur for the replacement of the canopy, tanks, new wash rack / bay, paved areas and related infrastructure. Prior to the commencement of work activities, sediment and erosion controls will be applied where appropriate to prevent sediment release from the Site and adjacent areas, including a drainage ditch that exists at the south end of the Project Site. Soil will be assessed for contamination and managed appropriately. The existing stormwater sewer network that services the Project Area is equipped with an OWS that intercepts surface water from the refueling station and mitigates the release of Petroleum, POL as well as sediments to the southern ditch.

April 8, 2026 – The public comment period on the project is closed. The Department of National Defence is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
