Medium Voltage Upgrades (Outdoor)

PSPC and Hydro Ottawa Limited (HOL) have a transfer agreement which requires having dedicated HOL metering in selected buildings. The existing 15kV medium voltage electrical distribution consists of two main 15kV loop distribution switchgears, where HOL metering is currently performed at the 15kV level. To meet the transfer agreement HOL will have to install metering devices outside the building envelope
A consultant had been previously engaged to facilitate a comprehensive review of the existing conditions for the purpose of upgrade or replacement of Medium voltage Services. The consultant preformed survey activities to develop an Investigation and Report document. The findings of that review were presented to the Crown for consideration in order to facilitate the required corrective measures. In addition, consultant has also provided arc flash and coordination studies and label installation in both official languages to comply with CSA-462 regulations. After Crown approval, the implementation of the recommended options will be carried out by a qualified contractor.
Construction will be completed in a phased approach. In phase 1, the HOL switchgear will be installed on the exterior of the building, while new 15kV load break switches, new oil filled transformers and new low voltage switchboards will be installed in the existing transformer vault. Once all equipment is installed and all low voltage and medium voltage cabling is installed, one loop feeder will be relocated from the existing medium voltage switchgear to the new HOL switchgear and the new transformers and low voltage switchboards will be energized to prepare for the building shutdown.
Phase 2 of construction will require a building shutdown. During the building shutdown, the load side cables of the HOL metering cell will be connected to the existing 120/208V switchboard and 347/600V switchboard or bus duct. The second medium voltage loop feeder cable will be re-located to the new HOL switchgear.
Phase 3 of the project will include the removal and disposal of the existing medium voltage switchgear and medium voltage transformers.
Description of General Project Activities:
A certified, licensed and insured electrical contractor will be performing the following activities as part of the project:
- Replacement of the medium voltage switchgear and medium voltage transformers,
- installation of customer owned medium voltage load break switches,
- installation of new low voltage switchboard equipped with a main breaker and an HOL metering cell, and
- Minor excavation to accommodate installation of concrete duct banks as they relate to electrical feeds.
Half of the work is expected to occur inside of each building, however, select project activities are expected to be performed outdoors by personnel using a combination mechanized equipment such as a small excavator, skid-steer
loader and dump truck along with hand-held power tools such as small electric, gas or pneumatic operated tools (i.e. quick cut concrete saw, chipping tools, edger etc.).
This work will not include alteration of the existing parking lot and roadway footprints, walkways, nor will it involve relocation or redesign of any vegetation, trees or impact any wildlife or their habitats, which may be found at the Pasture.
