Trans Northern Pipelines Inc. Mirabel Meter Station Decommissioning Project

Trans Northern Pipelines Inc. (TNPI) is planning to remove the remaining below ground infrastructure at the Mirabel Meter station (oil-water separator, sump tank, underground piping and supports) and all concrete bases, and remediation for onsite activities including excavation and offsite disposal of contaminated soil, and remediation of contaminated groundwater. The Mirabel Meter Station was originally operated to supply jet fuel to a neighboring storage and distribution facility, which then supplied the jet fuel requirements of the Mirabel International Airport. TNPI obtained a deactivation order (M0-01-2005) from the National Energy Board in 2005 to remove the meter station from service. On June 8th 2021, the Canada Energy Regulator issued Inspection Officer Order No. LMR-001-2021 indicating that TNPI must pursue decommissioning of the meter station. If approved, TNPI would commence removal of underground equipment in August 2022, followed by the remediation phase which will be carried out over 5 weeks. The entire project is located on federal lands owned by Transport Canada at the Mirabel International Airport.

In accordance with section 82 of the Impact Assessment Act, the Commission of the Canada Energy Regulator and the Montreal Airport Authority must each, individually, determine whether the project is likely to cause significant adverse environmental effects.
