Construction of Hangar 14 Overflow Parking - Canadian Forces Support Unit (Ottawa)

The Proposed Project

The Department of National Defence (DND) has proposed the construction of an overflow parking lot: As part of the Interim Fighter Capability Project (IFCP) the Aerospace Engineering Testing Establishment (AETE) will be relocating from Hangar 7, Cold Lake to Hangar 14, Ottawa. The current tenants of Hangar 14, Canadian Forces Support Unit (Ottawa) (CFSU(O)) Transport & Maintenance, will be relocating to a leased facility at 2380 Lancaster Rd, Ottawa. The facility at 2380 Lancaster Road does not meet the total parking compound capability and operational requirements therefore, an existing asphalt parking lot off Breadner Blvd, Ottawa (Uplands) will be developed and extended into an auxiliary parking compound to meet CFSU(O) Transport & Maintenance requirements. The proposed parking will be fenced and the total area will be approximately 13,000 m2 to house approximately 275 vehicles (mix between cars and trucks). For the construction of the parking lot, the undeveloped grassed areas of the existing parking lot (approximately 4,500 m2 in area) will be excavated to a depth of approximately 1 metre below ground surface (mbgs) to allow the installation of various underground services. The surface of the extended parts of the parking lot will be finished with gravel. In order to achieve initial operational capability in Spring 2022, the project is planned to be separated in two phases as per below:

  • Phase 1: Installation of a chain link fencing around the perimeter of existing paved surface parking planned to be completed by Spring 2022 (approximately 1 month of construction). The fence will require approximately 80-100 posts which will be dug to a depth of approximately 1.8 m and removal of some trees which will be replanted (if required); and,
  • Phase 2: Expansion of existing parking lot, installation of electrical conduit and vehicle charging stations, lighting poles, and additional fencing (approximately 3-4 months of construction). This phase will consist of excavations of the grassed portions of the existing parking lot to a depth of approximately 1 m, installation of underground utilities, finishing the surface with gravel and removal of some trees which will be replanted (if required).
