Ottawa New Edinburgh Club (ONEC), Phase 2

The Ottawa New Edinburgh Club (ONEC), recently renamed as the National Capital River Pavilion, is a significant early 20th century three-season boathouse owned by the National Capital Commission (NCC) which is located within the Ottawa River near the east end shoreline of the City of Ottawa.  ONEC is a recognized FHBRO-designated building.  The nearly completed ONEC, Phase 1 project entailed the conversion of the boathouse into a four-season building which is anticipated to be a multi-tenant commercial facility, the installation of a new pedestrian bridge, new servicing infrastructure, landscaping and improvements to access the site, including additional parking and a universal access (UA) pathway to the pedestrian bridge landing.  Among others, the ONEC, Phase 2 project entails the restoration and stabilization of the shoreline to the east and west of the pedestrian bridge, and the completion of the UA pathway from the pedestrian bridge landing to the shoreline.  The shoreline was further damaged and eroded by the flooding of 2017 and 2019.  The aim of the ONEC, Phase 2 project is to restore the eroded shoreline to attract the public to the renewed building and new docks and reinforce the area's historic recreational character.

The ONEC Boathouse and adjacent shoreline is a remnant of late 19th century middle-class summer recreation and the evolution of leisure and competitive canoeing in Canada and abroad.  ONEC, a landmark from the Ottawa River, including from the Quebec side, and to boat traffic, contributed to popularize canoeing during the first half of the 20th century and has been influential in the area for over a century.  ONEC's location in the Ottawa River just north of the Sir George-Etienne Cartier Parkway and its ongoing relationship with the site's natural features, such as its setting in a natural harbour attached to land by a single bridge are amongst its character defining elements. The NCC is leading the ONEC, Phase 2 project.

Specifically, the ONEC, Phase 2 project includes the following components:

  • Removal of inert human-made debris (e.g., tires), existing deteriorated rip-rap, rock, concrete, and invasive species (e.g., Buckthorn);
  • Protection of existing native trees and vegetation, and planting of native shrubs and perennials;
  • Construction of UA pathway from the pedestrian bridge landing to the shoreline, and installation of lighting fixtures;
  • Construction of public UA wooden and steel lookout platform and dock pier supported by helical piles, and installation of lighting fixtures;
  • Placement of limestone armour stone blocks along the shoreline to stabilize it and allow users' access to the water;
  • Regrading of existing stone dust multi-use pathway (MUP) along the shoreline, installation of stone dust edging along the MUP, and construction of concrete pad on the eastern edge for future equipment storage.

The redesign is anticipated to create a lively shoreline that provide the opportunity for a new interpretation, improved landscape and enhanced public access to the site.

Throughout 2019, 2020 and 2021, the ONEC site has been in a state of construction. The ONEC, Phase 2 project will continue to be coordinated with stakeholders identified throughout its planning and implementation phases.

Ottawa – June 28, 2021 – The National Capital Commission has determined on June 23, 2021, that the Ottawa New Edinburgh Club (ONEC), Phase 2 project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:
··technically and economically feasible mitigation measures.

The National Capital Commission is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the National Capital Commission may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
