Building Adaptation Project – Rideau Hall, Ottawa, ON

Rideau Hall's original wing was constructed in 1838 and it was converted into the Official Residence of the Governor General of Canada in 1864. Over time, several additions and alterations have been made to both the residence and its 79 acre site to suit the evolving needs of its occupants and better reflect and Rideau Hall's identity as a national symbol. Rideau Hall is a Classified Federal Heritage building, while the complex and its landscaped grounds are designated as a National Historic Site of Canada.

 

In support of the National Capital Commission's (NCC) mandate to maintain, rehabilitate, and safeguard the national heritage of the Official Residences and properties, the proposed scope will address deferred maintenance and it includes:

 

  • Renewal of the Administration Wing;
  • Abatement of designated substances;
  • Improvements to universal accessibility and energy performance;
  • Purpose-built office space for staffing requirements; and,
  • Rehabilitation and improvements to the building envelope of an 1899 Wing.

 

The proposed project would take place on lands owned by the NCC, and will be subject to a federal land use, design, and real estate transaction approval under the National Capital Act. Alterations will respect and improve, where possible, the heritage character of the site. The NCC will make an environmental determination under sections 81-91 of the Impact Assessment Act. Additionally, the proposed project is undergoing review by the Federal Heritage Review Office for recommendations to be incorporated into the project's design.

 

Select tree pruning and removals may be conducted to enable proposed project activities. Construction is anticipated to begin in late summer 2026 for completion at the end of 2029.

April 30, 2026 – The National Capital Commission intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the National Capital Commission is inviting public comments until May 30, 2026 respecting that determination.
