Redevelopment of Building 430 at 1740 Woodroffe Avenue (Area X.O)

Invest Ottawa (IO), in partnership with the National Capital Commission (NCC), is undertaking the demolition and redevelopment of Building 430 at 1740 Woodroffe Avenue, with a target operational readiness date of March 31, 2027. 

 

The proposed project would take place on leased NCC lands and is subject to a federal land use, design, and real estate transaction (FLUDTA) approval under the National Capital Act. 

 

The existing Building 430 will be demolished and be replaced by a new facility within the same footprint. The new facility will provide modern, flexible infrastructure to support applied research, technology development, testing, and validation activities in collaboration with government, industry, academic, and research partners. The new building will have flexible laboratory and testing spaces, offices, meeting rooms and collaborative working spaces, garages and storage rooms. A new parking lot with approximately 84 parking stalls will be built adjacent to the new building. This is intended to complement existing facilities at Area X.O as a secure innovation campus designed to support advanced experimentation and real‑world testing across a range of emerging technology domains. The new building will expand site capacity and enable multiple organizations to operate concurrently within a shared, purpose‑built environment. 

 

A detailed hazardous materials survey will be completed for the existing building. Hazardous construction materials will be removed and disposed of in accordance with provincial and federal requirements prior to building demolition. 

 

The work will rely on standard construction equipment with demolition expected to begin in mid- to late 2026 with construction completed by March 31, 2027. Best management practices will be applied for noise, dust, sediment control, and site security. No tree removals are anticipated.

  

Through this project, Area X.O will continue to strengthen its role as a collaborative research and testing hub, supporting innovation partnerships and enabling the development, validation, and advancement of next‑generation technologies.

Latest update

May 7, 2026 – The National Capital Commission intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, the National Capital Commission is inviting public comments until June 8, 2026 respecting that determination.
